Mayor Paul TenHaken Releases Proposed 2024‒2028 Capital Improvement Program

Mayor Paul TenHaken will present the proposed 2024‒2028 Capital Improvement Program and the 2024 Budget to the City Council on Thursday, July 20, 2023. This will take place during a special meeting at 3 p.m. at Carnegie Town Hall. In accordance with City Charter, the proposed five-year Capital Program was released today ahead of the budget.

With just over $1.1 billion in capital investments over the next five years, this is the largest capital program in Sioux Falls’ history and is reflective of the continued growth the city is experiencing. Over $301.6 million of the program will be invested in projects in 2024.

“This Capital Program balances the needs and wants of residents while staying fiscally responsible. It prioritizes investments for public safety, street and utility infrastructure, and park improvements,” said Mayor Paul TenHaken. “Overall, the program addresses what Sioux Falls needs today while planning and prioritizing what will move this city forward as One Sioux Falls.”

The largest chunk of the Capital Program is dedicated to highways and streets, which is traditionally the case with the five-year program. More than $457 million is dedicated to infrastructure projects, which is in coordination to what the South Dakota Department of Transportation is investing in Sioux Falls. The DOT is planning to invest close to $765 million in and around Sioux Falls from 2023‒2026, and almost $465 million of that will be invested in city limits. This program provides the necessary arterial street improvements that will move these projects forward. That includes the completion of South Veterans Parkway, the interchange at Cliff Avenue and I-229, and the 85th Street and I-29 Interchange.

“This Capital Program prioritizes numerous investments needed for a growing city,” said Mayor TenHaken. “Growth brings additional demand for public investment. This program balances current and future needs, remains committed to investing in critical infrastructure, while also funding projects that make our city a great place to live, work, visit, and play.”

One of the most anticipated investments considered in this Capital Program is the aquatic facilities improvements, which will replace existing pools and expand recreational amenities to Frank Olson, Kuehn, and McKennan Parks. Other quality of life investments include expansion of the bike trails and investments in neighborhood and regional parks.
